In order for the IRS to accept a proposed payment plan, however, you must be current on the filing of all tax returns.

IRS penalties can sometimes be quite large and can add a considerable amount to the total amount owed to the IRS. In certain cases and for good cause, however, the IRS may completely or partially remove penalties, resulting in a much lower tax liability.
innocent spouse relief
Some taxpayers find themselves in trouble with the IRS because of acts committed by their spouse or ex-spouse that resulted in the tax liability in question. If you qualify as an “innocent spouse” under IRS guidelines, you may be relieved of liability.
non-filers
Some individuals have not filed tax returns for many years and are afraid “to get back into the system” and find out how much they owe.
